It's very relevant to the 'Aang is willing to kill Zuko but not Ozai' debate. Korra *is* Aang, and the Avatar is always trying to make up for past failings while still retaining a part of their past selves. Aang was defensive while Korra was combative. Even when Korra lost her connection with her past selves, she didn't lose that sense of Aang inside her. Katara said as much, as did Toph and Tenzin, so it's probably one of the major reasons why Korra didn't kill Kuvira. Of course a lot of that had to do with her own transformation as the Avatar and as an adult, but three characters who knew Aang well say that it was Aang's influence, too.
So, back to my point of how OOC it was for Aang to promise to kill Zuko in the comics: 1) Aang was unwilling to kill Ozai; 2) he was unwilling to kill Yakone. In fact, in both cases, he removed their ability to bend. Korra, however, didn't even remove Kuvira's bending. She didn't remove Zaheer's either. Why? Mostly because Korra knew what it felt like to have her bending removed, but I also think it was a regret of Aang's. But that's just my personal opinion.
As for Kuvira, I personally find her just as bad as Ozai. In the comics Ozai is said to feel some regret/remorse, but I still don't like him. See, Ozai is evil. He wanted to rule the world. However, Ozai didn't enslave and kill his own people (that we know of). Kuvira did. She enslaved her own people. She was very willing to kill women and children, and probably did. Do you think she believed that Republic City consisted of veteran soldiers willing to die? No, there were children she did not care one whit about killing. And what she did to Baatar was no better than what Ozai did to Ursa. To me, culpable-wise, they're the exact same.
